If a student believes they should get a fee waiver but we're denied, s/he can petition to have it reviewed by emailing each campus admissions.  For CSUEB, email
Here's a sample email to send.

The California State University (CSU) system includes 23 campuses for undergraduate and graduate education.  Seniors apply between October 1 and November 30.

To launch the CSU Apply App, HHS Seniors first log into their account by following these instructions:

1) If on a chromebook, power it on and "Add Person" at bottom left, then sign into the chromebook with your school email.
2)  Go to and click on lock at top right.  Click the red "Sign In With Google" and sign in using your school email.
3) At top middle, click "College" then "College Search Tool."  In the search box, type in your first CSU name and click the blue "Search."  Before clicking the name, first "heart" the school on the right side.
4) Click the "Admission" tab and then the blue "Apply" button.
5) Click the blue "Create an Account."  Use your personal email (not school) when asked.
6) Take good note (make a contact) of your new account information (username, password).
7) Once you get to the "My Application" screen start with the "Academic History" box and select "High School Attended."  DON'T ADD ANYTHING YET.  Scroll down to the logo and click "Show Me How."  Then click on the blue "Import" button.
8) Fill out "Graduation Status" and hit "Save and Continue."  Then advance to the next section listed on the left.

9) Wait 10-20 seconds until all of your classes appear.  Check them carefully and make sure they are in the correct A-G areas.  If not, edit the course and put it in the correct A-G area.  It's ok if the courses that appear are worded a bit differently.  Leave the titles as they are since they are "pre-verified" by CSU.   If any A-G courses are missing, add them.  Note: Current Senior courses will be listed 4 times on a quarter system.  That's fine.  Leave them like that.  If Econ does not show for the Spring, add it.
10) Continue on and click on this CSU Application Step-By-Step Guide to reference if you get stuck or Zoom in at the College & Career Center online drop-in office hours for help.

Impacted vs Non-Impacted Campuses

What is Impaction?

CSU campuses or majors are impacted when the number of applications received exceeds the number of available spaces.  Impacted campuses or majors use supplementary criteria to admit students, such as higher eligibility index.

What schools and majors are impacted?

Schools that are impacted

Why should you care?

Non-impacted schools use the minimum eligibility index to admit students. If you have a 3.0 or higher GPA, you do not need to reach a particular score on your ACT/SAT.  If you have 2.0 to 2.9 GPA you need to get at least the score listed on the eligibility index chart.

Campuses that are NOT impacted:

Bakersfield, Channel Islands, Dominguez Hills, East Bay, Maritime, Stanislaus, *San Francisco State

**It is recommended that students apply to at least one of these schools as a safety school**

Campuses that are slightly impacted:

Humboldt State, Monterey Bay

Campuses that are very impacted:

Cal Poly San Luis Obispo, Fullerton, Long Beach, San Diego State, San Jose State

*Although SFSU is impacted, Hayward students are in the local area and therefore applications are considered as though not impacted.
